CLCDC HIGHLIGHTS:
October 20, 2005_Project and goals presented at our first meeting:
November 1, 2005 – Contacts made with local utility and service providers - PennDot, PennPower, Alltel, and Armstrong discussing potential of goals and grants. Committee members attend Regional Planning meetings for Vernon, Meadville, Sadsbury and the Borough.
November 15, 2005 -Work with and through local County Planner first before approaching the state for grants is the recommendation from Harrisburg, Photos of downtown with vision statement prepared for County Planner. Coordination of utility companies and service providers underway; off-street parking suggested.
December 1, 2005 – Recommendation from County Planner: begin to "work cooperatively with the municipality regarding local ordinances" laying the foundation for future improvements in signage and zoning regulations. Issues related to continued maintenance of funded projects discussed. Sen. Robbins and Rep. Evans office informed of our proposed project.
December 12, 2005 – Local demographics compiled to develop community brochure. A resolution is made to improve communications with borough council by attending meetings.
January 9, 2006 – Report given to Borough Council on the committee’s proposed projects with favorable response from Council. Photos of business district reviewed. Gary Clark from Senator Robbin’s office present at meeting offering grant information.
January 23, 2006 – Name chosen: "Conneaut Lake Community Redevelopment Committee." GRANT INFORMATION - PA "Street Scapes" and the federal Transportation Enhancement Program have potential for Conneaut Lake. We now have an artist's enhanced appearance of downtown. Suggestions from Phoenixville's Redevelopment Committee on reporting to business community. The borough of Munhall has offered to host a visit to see their redevelopment.
February 6, 2006 – Future expansion committee needs members with specific skills, such as: grant writing, legal issues, and accounting expertise.
February 21, 2006 –Special meeting with Utility companies resulted in determination that lines can be moved, but not put underground. Regular CLCDC meeting followed: Other communities with similar community development projects identified with contact names and numbers. Project manager selection process will be reviewed with these key contacts.
March 13, 2006 – Favorable feedback from Utilities meeting. Organizational structure of the committee discussed with possibility of becoming part of the C.L.I. or Borough Council. Meeting with CLABA on March 30th planned. Meeting with legislators planned.
March 27, 2006 – Specific questions for Utility companies identified for the 2nd meeting to be scheduled.
April 10, 2006 - Sen. Robbin’s office to schedule a meeting. Information on available grants compiled. The Streetscape program considered as potential
April 24, 2006 – Four priorities considered: hiring a project engineer, meeting with business community, determining the exact cost of relocating overhead wires, and seeking grant funding.
May 12, 2006 – Meeting with Rep. Evans, Sen. Robbins, and Suzanne Gagliardo of the NW PA Main Street, DCED.
June 12, 2006 – Plan for moving overhead wires in stages was discussed based on 2nd meeting with utilities and service providers. Bob Moss agreed to function as interim project manager. List of community events to be compiled to avoid schedule conflicts. First contribution given to the CDC is from National City Bank will be utilized for operating expenses. Reports from other developments include that the golf course and condo development in Summit Township will have positive impact and zoning needs to be flexible. Ice House Park is ready to hire an architect to develop plans for the park.
June 26, 2006 – Project: itemized cost projections and divisions for implementing in phases are now ready for utility & service providers and grant specifications.
July 12, 2006. A resolution was passed by the Borough Council that….." the efforts of the CLCDC serves as an extension of the Borough Planning Commission and its efforts will enhance future planning in the Borough….in its pursuit of planning, grant procurement, downtown revitalization and like ventures." Presentation of the Ernst Trail project by Tom McNally. The project relies on many types of in-kind donations of time, labor, materials, and continues to be sustained by grants
August 8, 2006 – By-laws submitted to attorney for review. Business community meeting scheduled for August 9th reviewed. Linesville’s Envision progress noted with two new business’ and bike trail being completed.
August 9 - CDC held in an informational meeting on proposed improvements in the borough for the business community.
August 28, 2006 – The various committees of the CDC were named. Bank account and mailbox established. Landscape architect, Jim Pashek, will present the Ice House Park project to CDC and Borough Council.
September 11, 2006 – Website established: www.conneautlakepa.org . CDC information will be posted for public access. Cost of project projected at $2.5 M based on meetings and discussion with the utility and service companies.
September 25, 2006 – A meeting was held at the Trinity Methodist Church specifically to meet with potential funding agencies in order to seek grants for the projects. Scenic By-Ways has potential for the entire lake through the Crawford County Tourist and Convention Bureau.
October 2, 2006 – John Gwinn of Cough Harbor spoke of his firms' interest as project manager. A public information forum is planned by the CLI on October 10 for the CDC to present project proposal.
October 16, 2006 – Clough Harbour Associates proposal considered along with the one from Pashek Associates. Flow of funds through the CLI bank account to the CDC is being reviewed by legal council. Township and Borough Council will be in attendance at a meeting regarding the Scenic Byways program. Issues regarding billboard restrictions will need to be resolved in order for this project to move forward.
October 31, 2006 - by-laws approved and passed. Jim Pashek was chosen as project manager contingent upon borough approval. Regional Plan Commission completed its report on Conneaut Lake business district. The report is reviewed by local planning committee, but RPC's suggestions not binding.
November 15, 2006- The borough will receive funds for the CDC in a special account for their use; private funds donated to that account will be tax-deductible. Borough approves hiring of Jim Pashek as soon as funding is received.
Dec. 4, 2006 - CDC will file with the state as a non-profit organization. County Planner's office will add visuals to Jack's newsletter, "Conneaut Lake Waves." Bob and Jack attend Sadsbury and Summit Township meetings to garner support for a cooperative meeting to discuss the details of the Scenic By-Ways program.
January 8, 2007 - $10,000 was granted to the CDC by the Crawford County Redevelopment Authority meeting specifically for hiring a project manager and start-up funds for 2007 with the possibility of returning to the committee to seek additional money later in the year.
January 8, 2007 - An appreciation for Jack Moyers and County Planner Jack Lynch was given for the successful funding request. A Scenic By-Ways public meeting, organized by Sadsbury Township, will be held Tuesday, Jan. 23rd, at the C.L. Ambulance Service. Our web site will be limited to information about CDC activities; CLABA's site will feature businesses and community events with a link to CDC.
